Basically, it works like this: Nearly every state (if not all) require that voters be registered to vote at a verifiable address. If your home is in foreclosure, your address is not considered verifiable because you will probably be kicked out before the election and be living elsewhere, which makes your voter registration invalid. If you have time to register for the general election at your new address, fine. If you don't.... :shrug:
Normally this is a good thing, as it goes a very long way to prevent voter fraud. But to see it used as a weapon to disenfranchise likely Democratic voters is sick. Unfortunately, the law is on the side of the GOP.

You have to register and list an area where you usually sleep at night, even if its a park bench. No one has to have a permanent residence to vote, at least not in Wisconin. And we have same day registration, too.
Edit: I think this is true in Minnesota too. We have long progressive traditions here, thank goodness. It must make our Republican Attorney General pee in his pants.

republicans get lists of foreclosures, send out mailers.. when they come back..poof..no more registration..
republicans are experts at whittling away voters.. this is no surprise..
This is precisely why we SHOULD have a national voter ID card with our voting participation record encoded on it.. an electric bill or rent receipt would be all we needed to tie us to a particular precinct/district, but that card would entitle us to vote in ANY national election for senate/president..from ANY location...
All graduating seniors should also be required to register to vote..(even if they are not 18 yet, most will/would be by November of that year)..
After a decade of that policy, think of all the voters who would be registered.
Every naturalization ceremony should be finalized when they register to vote..
Every change of address from the post office should be incorporated into a voter registration form..(a simple tear off card at the bottom would do the trick, and be automatically mailed to the registrar's office..
Republicans are all about preventing significant numbers of people from voting...dems are about including more people..
