City of Lynn Ma apparently only allows people who have "no issues."
to use a multi service shelter/food kitchen. Mayor Clancy is a f'n untreated alcoholic. What a bastard.


No leeway over terms for Lynn shelters

LYNN - The city has drawn up a strict new lease agreement for the Lynn Shelter Association, My Brother's Table and Bridgewell that includes non-debatable terms to ensure the public's safety.

As landlord of all three tenants at the 100 Willow St. Multi-Service Center, city officials and Mayor Edward J. Clancy Jr. have made it clear that they will not budge on wording in the lease, and that it has to be 100- percent agreed upon in order for it to be valid.

Terms include the ability to remove a guest or ban them from the premise; to conduct a dry shelter, dry day program, dry food service establishment and dry vocational interest program; and a zero tolerance clean and sober admissions policy for all programs, activities, services, and business conducted by the tenant.

In addition, the lease would require all clients to provide photo identification and sign a release authorizing the tenant to share personal information with the Lynn Police Department to check for outstanding warrants and sex offender checks; that the tenants not use their space to conduct "Alcohol Anonymous" meetings, "Narcotics Anonymous" meetings or anything else like it; or to allow the use of any portion of the facility as a Methadone Clinic or Needle Exchange Program.

The tenants are also asked to ensure that their clients not engage in violent, anti-social or other disruptive behavior that would have a negative effect on the city.

"All we're doing is requiring the guests or clientele to act in a socially and legally responsible manner, first and foremost for the safety of people, primarily women," Clancy said. "Second, there is an indirect cost associated with the police and fire departments, and the emergency room (at Union Hospital) for the center that all adds up."

If agreed to by all parties, the lease would go into effect Dec. 1 and continue until Nov. 30, 2011.

"No one likes to be the bad guy, and I can't debate the underlying goodwill of the agencies, but that neighborhood is changing with Girls Inc. right up the street (at 50 High St.)," Clancy said. "We're not saying that we're going to evict them, but these are the terms and conditions."

The lease will be discussed tonight at the Public Property Committee meeting in Room 402 at City Hall at 7:30 p.m.

Clancy said once the City Council gets the ball moving on the topic, he would arrange a meeting with My Brother's Table, Lynn Shelter and Bridgewell.

Rent for the organizations have remained relatively on par with previous leases at roughly $2,800 a month, with My Brother's Table paying the most for its roughly 7,000 square foot facility.

Marjorie St. Paul, executive director of the Lynn Shelter, and Ilia Stacy, executive director of My Brother's Table, both declined to comment until they had a chance to review the lease.

The leases for the organizations expired in 2007, but conditions of the lease allowed the services at the center to remain where they are for up to three years to allow for renegotiations.

First created as a 10-year lease from 1991-2001, a five-year renewal lease was then established and expired last year.

Since then, Clancy has been adamant about instituting identification checks for clientele at the center to see if they are sex offenders or have outstanding warrants.

1. Many of those restrictions are self-defeating
If the purpose is to restrict "antisocial" behavior, those shelters will be forced to turn half their clients away, and they'll end up sleeping on the street. People experiencing long-term homelessness have a high percentage of alcohol and drug abuse and mental illness, and a high percentage have criminal records. It does no good whatsoever to deny shelter to these folks.

this is one of the issues around requiring photo ID to vote. Now, in Lynn, you're gonna have to show ID to eat?! Ye gods!
