Advocates of torture
There is something very strange about the torture policy. For reasons unknown Cheney and Addington are fanatical advocates for torture. Jane Mayer (in The Dark Side) recounts the debates within the administration. Time after time, Cheney and Addington refused to compromise. I find it difficult to believe that they truly believed that torture was required to attain intel. Admittedly, I don't know why they were obsessed with defending the use of torture. It almost seems like they actively wanted to disgrace the country.

1. They get off on the thought of inflicting pain.

And I don't mean that sarcastically - I think they really are sadistic and derive pleasure from just the idea of inflicting pain on others, especially others who they see as different.
