WASHINGTON (AP) _ Rep. Charles Rangel, already in trouble for tax problems, called Republican vice presidential candidate Sarah Palin "disabled" on Friday, then quickly retreated and said he meant "disadvantaged."

The 78-year-old Democratic chairman of the House Ways and Means Committee made the startling assertion in an interview with WCBS-TV in New York.

Asked why Democrats seem to be afraid of the Alaska governor's newfound national popularity, Rangel replied: "You got to be kind to the disabled."

The reporter asked: "You got to be kind to the disabled?"

"Yes," Rangel said.

"She's disabled?" the reporter asked again.

"There's no question about it politically," Rangel said. "It's a nightmare to think that a person's foreign policy is based on their ability to look at Russia from where they live."
