Big scandal over the tainted milk in China and head of the Food Safety Dept. resigns. Our Economy collapses and we give unlimited power and a trillion $ to the guy who oversees the economy. WTF!!!!

which is exactly what those who opposed the execution said. If the penalties are too steep, whistleblowers won't come forward and it takes inside whistleblowers for the regulations to have any value.

The Chinese government has little oversight unless something happens beyond it's borders.
Then it's the typical blame mid-level or lower level bureaucrats.
Then when outrage at home (China) grows bigger pass laws outlawing criticism of the event, because it disrupts the social harmony of China.
Trust me -- their oversight both 'sucks and blows' (quote from Bart Simpson)
