Is there a correlation between being Oil Rich and Theocratically Bent?

The Mideast. Full of Theocracies, especially in areas where they have oil. The powers that be get so much cash they start thinking they can rewrite the laws of physics, and so they go Theocracy.

Now think of Alaska. Northern Alberta, Saskatchewan and Manitoba. Full of oil. SAND oil, the next place (and quite possibly the last place) we will get get our oil. And it's chock full of theocrats, like Joel's Army and Sarah F Palin.

I was thinking more of the mis-firing biological process that makes theocrats out of a species that arose due to intelligence and reason.
