Todd Palin was out collecting evidence to use against Wooten.
Wow...so now we have stalkergate?

The real damage to Palin from Troopergate comes with an injury claim involving trooper Wooten when he hurt his back while in the line of duty.

Independent investigator Steve Branchflower testified recently he believes someone in the governor’s office tried to block Wooten’s workers’ compensation injury benefits.

And there is the governor’s aide, Frank Bailey, caught on tape admitting he has information that came from Wooten’s workers’ comp file. The very file that includes pictures, taken by none other than Todd Palin, of Wooten riding a snowmachine trying to prove the trooper was not injured.

It was only a week or so ago that the unnamed employee from Harbor Adjustment Services came out with her information to investigator Stephen Branchflower’s “tip line”. And it has also only recently been revealed that part of the file includes photos of Wooten on a snowmachine, taken by Todd Palin while he was out collecting evidence to use against Wooten. Yes, at one point our “First Dude” Todd Palin was following Mike Wooten around to ‘get something’ on him.

As an HR Manager I can tell you that Worker’s Comp claims, by law, are not part of a personnel file. An employee’s manager has a right to review the employee’s personnel file but not their WC file. That state employee that “walked” the personnel file and the WC file over to the governor’s office broke the law. If the state of Alaska is combining WC files with employee’s personnel files, the state is breaking the law. It is called a breach of confidentiality. Most employer’s keep even benefit election/selection documents separate from personnel files.

WC is rife with fraud but there are mechanisms and procedures in place to blow the whistle if you believe an employee has committed WC fraud. An employer perusing an employee’s WC file is not one of them. Trooper Wooten could sue the state for breaching his confidentiality. I would want to know what other employee files the governor’s office has requested.

I work in WC claims writing insurance claim reporting software for several states. The Workman’s Comp system state by state has been around since 1913. There are highly specific procedures for disputing a WC Claims that protect the rights of all sides at every point. Disputed medical rulings where medical fraud is suspected can be addressed by an Independent Medical Review process. Claim fraud can indeed be addressed by a private investigator working for the Insurance Company. But in my state where our company does this service also, it has to be using a state licensed private investigator. Are there state licensed private investigators in Alaska also? Is this the law? Can anyone just go out and start investigating someone using procedures that will hold up in a court of law? Is Todd Palin a licensed private investigator authorized to carry out such investigations? there are due process procedures on all of these aspects of any dispute. Like I say, it is not like 1913 was last year! There are volumes of case law on all of this over the last 93 years. If Sarah Palin has ever run a business that had employees, she apparently never learned much about the Workman’s Comp claim system and how it works by law in every state in the United States.

But given that the M$M isn't into details...I don't see this seeing the light of day anytime soon.

I have images of S. Palin getting pissed at a world leader and sending T Palin overseas to do some revengeful snooping on them. Who needs diplomacy, just send the "first dude" with his little Kodak disposable!
