6. They found a correspondence between bush and Maliki and it said
that they, (bush) didn't want to end the war in 2010 but 2011 instead. Considering that the first national oil company, (Shell) just announced it had an oil rig there and was going to sell internationally it makes sense that the timing was to make it able for the other oil companies to get up and running.

That was my take on it anyway.
