His name is John Cornyn and he's running for re-election this year. His Democratic opponent is an Afghanistan War veteran who's only 4 percentage points behind Cornyn.
Maybe that's why he's being such a "maverick", his seat is on the line.

Think he may be worried about Noriega.
I don't remember the last time a Republican running for a Senate seat in Texas had to spend ad money for the general election.
It's not the "children" he's concerned about, it's the votes.
