Question about the bailout, does it include sub primes in default only?

because there is another rate reset coming up on arm's so is this bailout just the first wave or does it include all of them, in default or not?

1. it's supposed to include all kinds of bad debt, including credit cards and school loans.

basically they can use it to help their friends offload many types of bad investments.
