Is anyone asking what safeguards will be in place to prevent another financial disaster?

Wall Street is there to make money. The bailout programs provides the opportunity for lenders to have money to lend. As far as I understand, it does not change their lending practices or provide some sort of guarantee that the recipients of the loans will be able to pay them back. So, what will Wall Street do with the bailout? They will make bad loans and watch their stock values go up. Wealthy shareholders will sell that stock and diversify in safe and secure assets (such as real estate or gold). Then our economy will collapse again, but we'll be under such a mountain of debt we won't be able to do another bailout. The bailout is a disaster unless a broad set of regulations are in place to prevent Wall Street from abusing its economic power.
