1. Governor replaces both with Democratic Senators.

Candidates are the Lt. Governor of Il Pat Quinn or Jesse Jackson III
For Delaware, it's probably going to be given to Joe's son, Beau.

And I have heard several names in IL: Granholm, Duckworth, Jackson, Jr. among others.

3. This is what the US Constitution says....

"When vacancies happen in the representation of any State in the Senate, the executive authority of such State shall issue writs of election to fill such vacancies: Provided, That the legislature of any State may empower the executive thereof to make temporary appointments until the people fill the vacancies by election as the legislature may direct."

Now we have to go to each state, Illinois and Delaware to see what their procedure is: appointment by the governor until the next election?
