typically it's an appointment by the governor with confirmation from one or both houses of the state legislature. The governors of both Illinois and Delaware (both incumbent and incoming) are all Democrats. There's already rumors that Beau Biden will be appointed to fill his father's seat in the Senate, or that Ruth Ann Minner (the current and outgoing governor of DE) will appoint herself as a caretaker until Beau Biden gets back from his tour in Iraq.

It depends on when Biden resigns his Senate seat. If he waits until after the 15th of Jan. then the new Governor will get to appoint his successor, if he resigns before the 15th, then Minner will get to appoint. It seems that the general consensus here in DE is that John Carney, the current Lt. Gov. who was narrowly defeated in the Dem Primary for Gov. by Markell, is the most likely choice. He will be appointed for a 2 year term, and then in 2010, he will have to run for a 4 year term. In DE if a Sen. leaves office, the gov appoints one until the next general election, and then is up for election for the remainder of the term.

Our Governor is a DEM........a state wide special election for JOE's seat will be held in 2 years.....until then rumor has it Gov. Minner will either select herself, or John Carney the LT. GOV.........OR BEAU BIDEN.
