How would the EFCA work in a Right-to-Work state like Florida? |

My primary concern with the EFCA is that in a state like Florida, which is a "right-to-work" state (an oxymoron if there ever was one), employers would be able to intimidate their employees into not voting to unionize.
Am I wrong in how the EFCA works, or would there be safeguard provisions to protect employees who vote to unionize?
