Voting machines

Voting shall be by paper ballot and pen.
There shall be no electronic touch screen voting machines used in any national election.
Every electronic scanner shall be tested for accuracy before any national election.
Every electronic scanner shall be tested for accuracy after the election that was used in any political race, national, state or local, that triggers a recount.
There shall be random manual recounts to test the accuracy of the scanners used in each state.
