6. The first year our Democratic (KS) county clerk was in charge |

that's what he did and it confused everyone for a while. The local news channel was at the county courthouse doing their election night coverage. Naturally they started early and did some pieces on the different races and issues waiting for the polls to close and the numbers to start coming in. As soon as the polls closed, our county clerk had numbers for them from the advanced ballots that weren't contested (cast as provisional). It totally threw the reporters off. They had to stop their presentation of their new, special election graphics and super fancy software to report preliminary totals.
It also freaked out a lot of people who wondered how the election was already over because the fancy tv station software was declaring that 100% of the precinct votes had been counted. People started screaming "foul" and there was a bit of a rumpus at the campaign watch party I was at because the numbers were too low. It left the news team scratching their heads. It took them a while to notice that in some precincts only 20 people had voted. Finally, the clerk, who had fielded one too many calls came out and told them that, contrary to the news teams' fancy software declaration that 100% of the precincts had been counted but that not all the votes were in yet. That the numbers they were given were numbers from the advance ballots that had already been processed.

4. A questioned ballot in Alaska is the same thing as a Provisional Ballot. |

All it means is the voters name wasn't on the register, for what ever reason. They still get to vote but by Question ballot.
