You are right that non-obscene "indecent" speech on cable is not subject to government regulation. HOwever, you are mistaken about the FCC's stance on the "f-word." The current FCC has gone after broadcasters for "fleeting" uses of the "f-word" even where its not used in a sexual context. Bono's saying "fuckin' brilliant" at the GOlden Globes show in 2003 and Cher and Nicole Ritchie's use of the f-word and shit, respectively, at the 2002 and 2003 Billboard awards show.
The FCC went after these uses on the grounds that they fit within the prohibition on "indecent" and "profane" speech. Although the bar on "profane" speech had long been viewed as being limited to phrases such as "god damm" -- the FCC adopted a more expansive view of what constitutes profanity -- one that was not limited to sexual context. In addition, although "fleeting" one-time utterances had not previously given rise to FCC fines, they changed their position on that as well.
The Second Circuit tossed out the FCC's rulings, finding that it had not fully explained in advance its change of policy, particularly on the "fleeting use" exception. THe case was just argued last week in the US SUpreme Court; most observers view the outcome of the case in the SCOTUS as a toss-up.

Those are when you're broadcasting live and someone who is not in any way responsible for the broadcast swears, and the person operating the controls had no way of knowing it was coming and censoring it out.
Traditionally, broadcasters are not held responsible for those.

THis was a live broadcast. The fact that it was joe not a guest that made the statement is irrelevant under the FCC's former "fleeting expletive" policy. For example, in the Lincoln Dellar case, a news announcer said, on-air, "I fucked that one up". THe FCC found it was not actionable because it was a fleeting utterance -- an isolated and accidental statement. The fact that it was one of the station's announcers that made the statement did not change the outcome.
Today, the FCC takes the opposite position -- fleeting utterances, whether by a guest or a host, are actionable.

Joe was not himself operating the equipment, which would count for a lot. That said, "I fucked that one up" is much more of an unguarded "oops" than doing an imitation of someone else, especially when the "fuck you" is part of the imitation. That's purposeful.

I'm unaware of any case where the FCC drew the distinction you are drawing. Before the Bono/Cher/Nicole Ritchie fines, the FCC simply didn't penalize isolated utterances of a profanity, whether it was made by on-air personnel or a third party. Even if they did, joe's immediate confusion as to the fact that he had said 'fuck' would indicate that it was at least as unintentional as an on air announcer blurting out "I fucked that one up" on air.
Obviously, this is all a moot point since, from a legal standpoint, joe could say fuckity fuck fuck a hundred times and it wouldn't be unlawful (although it probably would be a violation of his contract).

Three times over 3 days, Joe has used "fuck you", "fucking this or that". That's not what bothers me. What bothers me is his insane right wing water carrying for the Bush administration. What's the deal when you have the excellent and erudite Keith Olbermann and Rachel Maddow? Joe can say "fuck" all he wants, but cut it out with the offensive bloviating.

I just wanted his name on record at the FCC. That's similar to the one I filled out. Mine asked what was the purpose of the complaint and listed several things including profane material. It also had a list of places that included cable as a choice. I suppose they get so many complaints about cable material that they put that in to weed things out. My point was that the profanity didn't bother me, but Joe's water carrying did. I don't expect any response at all.
