Plan Colombia in action
In Colombia, they reward soldiers based on how many kills they get. Because there aren't as many insurgents out there (Or never were that many insurgents to begin with), they've resorted to murdering villagers and saying that they attacked them.

It's gone pretty smoothly for them, that is until a soldier found out that one of the villagers they were going to murder was his own brother.
