Looks like they have been giving money directly to the banks and not using it buy up "bad" loans. The money has been going for; shareholder dividends, CEO bonuses and compensation. The money is also being used to buy up troubled banks. The buying bank then turns around uses them as 140 million dollar tax shelters.

Looks like we got "jacked". Again.
