Decide how you'll make your donation, and in step 2, #2 says "click here" if you'd like to donate a star in someone else's name.
It's easy, I've done it a bunch this quarter.

4. Yes: you click on "Donate". Then it shows your own screen name and asks if you want the donation |

to be applied to your screen name or someone else's. All you need to know is the exact spelling of the person's screenname.
