8. It depends.
The article does not indicate what type of grand jury it was, although it appears to have been other than a federal one (which I assume would have made more "news"). The president cannot pardon anyone on state charges, only on federal offenses.

14. I haven't read
anything beyond the article linked in the OP, so I hesitate to comment on it in anything but the most general way. But it appears that the grand jury in this case returned indictments that it has the necessary jurisdiction.

A more specific source regarding the possibility of Bush administration officials being indicted, tried and convicted on state charges is Vincent Bugliosi's recent book.

On the other hand, if this is an indictment handed down by the state of Texas, Bush couldn't pardon them.
