and the difficulties that countries have in defending against them, holding them when captured, and prosecuting them, due to all the maritime laws and ambiguity of international waters and whatnot.
Acts of piracy in 2007 were like 60-70, and so far in 2008 it's up to I think around 600.
Somalis just took a big Chinese freighter (or oil tanker, can't remember).
