I believe the reason why he did not try to shake anyone's hand was because he was afraid of being rejected. There must be a good reason why he would feel this way. The frat boy actually looks like he is feeling some shame there.
I did not know that this was even possible because all I have ever noticed from him has been egotistical arrogance.

Dignitaries are always greeted by the President as their limousines drop them off for meetings like this. It's protocol. So yes, he shook hands with all of them.
