I had written asking why the */Cheney cabal were not being indicted. The response in a letter was it can only have jurisdiction if 1) if its jurisdiction has been accepted bt the State on the territory of which the crime was committed, 2) its jurisdiction has been accepted by the Statute of which the person accused is a national, or 3) the situation is refered to the Prosecutor by the Security Council acting under Chapter VII of the UN Charter.

so there can be no justice for them in our courts.

Congress could do #1 or #2,
