While those who planned it, probably did. But, the planners may have miscalculated.

They will have failed if we (along with the Brits, and others) do the right thing. That would be to make sure the world gets to work finding a coherent regional approach to resolving conflicts on the subcontinent and elsewhere in South Asia. The M/E-Gulf Region, too.
