1. Just a small nitpick...
At the time the lyric was understood to be...

"Counter-revolution" and "march to D.C.".

But your thought is 100% right-on!

2. What revolution were we countering?
The sixties was a time of revolt. The young decided to not take it any more. They changed the way America thought and in that sense the Revolution was successful.

Nobody spoke that way. Nobody. They (we) were countering the previous coup d'etat, which most everybody understood the JFK assassination to be.
