$18 billion is about $27 per taxpayer. What is $27 for you?
For me, it's lunch for a week (if I'm careful). And frankly, it could be $1, and it would still be more than they deserved in bonus money.

US has 138 million taxpayers (Wikipedia, from the IRS), so $18 billion is $130 per taxpayer.

Your figure implies 666 million taxpayers - more than the whole US population (I presume you're not trying to tot up the world's taxpayers, but I think it would be a higher figure than that).

18,000,000,000/300,000,000 = $60.

But not all 300 million are taxpayers (some are kids), so it's more.
