OMG! Did You See the Republican's List of "Wasteful Spending" in the Stimulus Package??

I was really interested to see the list put out by the Republicans, of wasteful spending in the stimulus package. I was amazed. Is this the right list? I was expecting to see bridges to nowhere and lots of pork. But most (not all) of the things on this list appear to be really important projects we should be funding, and most would create jobs, one would think. If this is really their list of wasteful spending, I'm hoping the american people look past the headlines and the rhertoric and take a look at this list. If the Repubs think all these things are wasteful spending, it says a lot about who they are. A couple comments of my own in curly brackets. • $2 billion earmark to re-start FutureGen, a near-zero emissions coal power plant in Illinois that the Department of Energy defunded last year because it said the project was inefficient.

• A $246 million tax break for Hollywood movie producers to buy motion picture film.
{this one i agree seems unnecessary}

• $650 million for the digital television converter box coupon program.
{if they end the coupon program, this would affect low income people more}

• $88 million for the Coast Guard to design a new polar icebreaker (arctic ship).

• $448 million for constructing the Department of Homeland Security headquarters.

• $248 million for furniture at the new Homeland Security headquarters.

• $600 million to buy hybrid vehicles for federal employees.

• $400 million for the Centers for Disease Control to screen and prevent STD's.

• $1.4 billion for rural waste disposal programs.

• $125 million for the Washington sewer system.

• $150 million for Smithsonian museum facilities.

• $1 billion for the 2010 Census, which has a projected cost overrun of $3 billion.

• $75 million for "smoking cessation activities."
{wouldn't want to spend any money on that, would we?}

• $200 million for public computer centers at community colleges.
{education, smeducation}

• $75 million for salaries of employees at the FBI.

• $25 million for tribal alcohol and substance abuse reduction.

• $500 million for flood reduction projects on the Mississippi River.
{how could anyone say this is wasteful?}

• $10 million to inspect canals in urban areas.

• $6 billion to turn federal buildings into "green" buildings.

• $500 million for state and local fire stations.

• $650 million for wildland fire management on forest service lands.

• $1.2 billion for "youth activities," including youth summer job programs.

• $88 million for renovating the headquarters of the Public Health Service.

• $412 million for CDC buildings and property.
{doesn't this protect our health}

• $500 million for building and repairing National Institutes of Health facilities in Bethesda, Maryland.

• $160 million for "paid volunteers" at the Corporation for National and Community Service.

• $5.5 million for "energy efficiency initiatives" at the Department of Veterans Affairs National Cemetery Administration.

• $850 million for Amtrak.

• $100 million for reducing the hazard of lead-based paint.
{how could anyone say this is wasteful?}

• $75 million to construct a "security training" facility for State Department Security officers when they can be trained at existing facilities of other agencies.

• $110 million to the Farm Service Agency to upgrade computer systems.

• $200 million in funding for the lease of alternative energy vehicles for use on military installations.

But it's not pork barrel no matter how much the Republicans spin it. I would take out the tax cuts to movie producers and I don't think they should have put "Hollywood" producers on the CNN page, they should have just said movie producers. Hollywood really gets the RW on a tangent.

6. Nothing wrong with the Hollywood tax break IMO.
"According to Congress Daily, a trade paper, the Senate bill, like the House version, extended tax incentives allowing companies to write off 50% of their equipment costs. But the Senate bill was amended to include "certain motion picture film or videotape," increasing the provision’s cost from $5.07 billion to $5.32 billion. Congress Daily quoted a lobbyist for the industry as saying that the movie equipment has been "unfairly excluded" from bonus depreciation in the past, which has generally applied to most other equipment purchases."

What's wrong with that? Why is movie equipment excluded from the same equipment writeoffs that other industries enjoy? And why shouldn't the cost of film be written off as well? That's basically a handout to Kodak, not so much the studios, as it may keep some productions from going digital in the near future, as more and more big productions abandon film.

are we talking about tax deductions or tax credits?

I don't think tax credits (which is basically like handing out cash) for the film industry are necessary. Entertainment is a luxury and we don't need it.

All business can write off as tax deductions just about anything you buy that is for use in the business. I assume a movie producer can buy anything including film and write it off as a deduction. Why would there have to be a special provision for this or any other writeoffs for film producers, unless we're talking about a tax credit? If it's a tax credit, I say drop it.

if the industry can't stand on its own maybe it needs some adjustments.

45. Think about that for a moment. This is a JOB CREATION package.
Many of those so-called "exports" are created overseas or in Canada. Hopefully you're not counting Chinese made Levis or Canadian built GM cars as "exports"! The industry can "stand on its own" just fine. It's the local workers that need protection.

But I guess tens of thousands of film and TV industry workers in Los Angeles and throughout the country (most of them unionized) aren't as important to DUers as those sacred UAW workers are they?

American entertainment is a big exported product....huge, in fact.

If this gets producers making better movies and spending some extra money on writers, we might actually close the trade deficit a bit.

44. Tax credits for the film industry help keep productions in the U.S.
It's the same thing countries like Canada do all of the time to lure productions out of the U.S. So yes, it IS an issue that is directly related to job creation. Much of the local economy of the second largest city in the U.S. revolves around film production and if we continue to let those jobs get sent to Canada or overseas that can have an effect on our economy as a whole.

They're yammering about a little more than $19 billion out of a total package of over $800 billion. Less than 2%. And some of the objections are - like to expanding Amtrak - just flat don't make any sense.

Will there be any analysis in the popular media, or will it just go through as "Serious Republicans are Raising Serious Objections to Frivolous Democratic Tax-and-Spend"? I have my opinion.

DHS should get no funding and should be allowed to wither and die. They're redundant. That's what we have the FBI, the National Guard and FEMA for. They have caused more problems than they've solved.

(...affects low income people who want to quit smoking but don't have the money to participate in cessation activities. They shouldn't be smoking anyway.)

(...affects low income people who want access to the newest technology but can't afford it. They shouldn't be trying to go to college anyway.)

• $25 million for tribal alcohol and substance abuse reduction.(...affects low income people who shouldn't be drinking and doing drugs anyway.)

• $500 million for flood reduction projects on the Mississippi River.
(...affects low income people in one of the most depressed areas of our nation. But these people shouldn't build houses near the river anyway.)

• $500 million for state and local fire stations.(..affects low income people who might need these services. They ought to be more careful with fire anyway.)

• $1.2 billion for "youth activities," including youth summer job programs.(...affects low income people who won't take care of their own kids. They shouldn't be having kids anyway.)

• $850 million for Amtrak.(...affects low income people who can't afford to fly. But they shouldn't be spending money on travel anyway.)

(...affects low income people because large numbers live in older homes. They shouldn't be eating the paint anyway.)

Projects that have two things going for it - jobs now plus a trickle down that doesn't start with the wealthywho will ship their money out of the country. Trickle down starting at a federal level or a middle level - not the pinnacle where there is no proof that buying a yacht trickles down significantly.

Projects that are located near the area of highest poverty should get a high priority.

Any project that involves a lot of advertising or public relations should be low on the list as the job creation resulting from it is or could be too low to help many.

Think jobs. Think poverty. And place them high.

It's not the list. it's the priority.

NO TO HOMELAND SECURITY - It is something that should be on the list for revamping. How do we know there isn't a ton of furniture in a warehouse somewhere that belongs to the federal government, possibly from the revamping of agencies under the Bush administration. Stop any furniture auctions by the government NOW. Don't wait for the bill.

Think like poor and scraping citizens think - make do NOW - unless there is immediate benefit to the ones in this country who are hurting.

46. Homeland Security
As an employee they need to spend money where it is needed, better technology at airports, ports, cargo etc. Airports need better xray machines, many still use pre 9/11 technology. I have seen so much waste at the top, so hoping the new team will see this and keep the priorities right. It has been the FAA good old boys club and things need to change.

24. Yes, there's a right-wing moron who's been spamming another forum
with these projects for weeks, trying to spin them all as "pork" just because many are local projects. Doesn't mean they aren't worthwhile.

What Obama WANTED in fact were "off-the-shelf" projects that had already passed the planning stages and were just awaiting funding. That was the whole intent of the stimulus package, i.e. to provide the funding for these projects so they could start immediately.

Some of us progressives tried to explain this to the RW moron, but with very little effect. He's still spamming.

..not much here for mainstreet America.

$850 million for Amtrak is good start.. but we have a million miles of rusty track out there. When gas goes to $7 a gallon.. we'll wish we had the rail alternative for short hops.

State and Local fire stations and disease control is good start.. but this package does NOTHING... I repeat NOTHING , to put 6 million Americans back to work?

This package says nothing about using American Parts and American Labor and says nothing about oversight or NAFTA or tax laws to reward companies to bring jobs home.

Basically, this package ony takes care of those who already have cushy government jobs. Business as usual. BOHICA (bend over here it comes again)

I did not know the part about Obama looking for projects ready to go. That makes sense.

But when I see hundreds of Billion$ going to Homeland Security and New Furniture in D.C., it makes me think of the no bid contracts for Blackwater and Haliburton. Pallets of money shrink-wrapped and delivered to the Green Zone. Then the money mysteriously disappears. I digress...

You are correct... I am cynical (after 8 years of business as usual from our CONgress)

• $500 million for flood reduction projects on the Mississippi River.
{how could anyone say this is wasteful?}

• $10 million to inspect canals in urban areas.

these people are insane. What is worse is that our side (democrats in general and congress) are not putting up much of a fight. President Obama, governors and mayors seem to be the only ones with the balls to defend this stimulus.

59. OK. So that totals about 19 billion out of a 900 billion bill, right? Does that
mean senate republicans agree with the rest of it? They agree on 98% of the bill but can't vote for it? No, that's not the right way to say it....they agree on 98% of the bill but WON'T ALLOW IT TO COME TO A VOTE??? Allowing a vote on the bill (by not filibustering) but voting against it would at least be in the realm of reasonableness.

And if it's that important, why can't dems show the list above to the American people, maybe on a large screen, and say flat out that in the spirit of moving forward they'll split the list...deleting half the money (10 billion). They can line-out half the projects right there on air and tell the GOP that this is it, that the public demands progress on the bill. Allow a day for the public comment to roll in, and vote. If the GOP wants to filibuster, let them.

But the problem is that they have already successfully created the impression that the house version of the stimulus is "full of pork." Obviously two percent does not equal "full," but in politics perception is reality.

65. Frustrating isn't it. I've seen dems allow issues to be framed so often that
I can't help but believe that they want it to be this way. Dems and pugs use each other. It's a show.

If dems really wanted to make issues and their positions clear, they would. It would be easy, since the issues and recent past history are entirely, overwhelmingly in favor of dems. Instead, they stop short. Nearly always.

60. Some of these are certainly defensible in the stimulus bill
but many of them are not. That is not to say they aren't desirable. Every single one of these I would support on its own, but including many of these in this bill just gives the GOP valid talking points and puts our side on the defensive trying to get this legislation passed.

on the air, take a big marker, and strike out half of these items then demand a vote. Should be easy for dems to look great here and get the other 98% of the bill passed.

I'm for renovating the smithsonian, if it needs it: jobs plus restoration of a national treasure plus a statement that our cultural and natural resources are important. National museums and parks have been neglected -- strike that -- DIMINISHED and DENIGRATED for a long time as part of a RW effort to downgrade importance of government, art, science, academics, and the environment. At some point someone has to make a statement.
