All right, how many people here would the house buying provision help?
My wife and I are in the market for a house now, and I am thrilled at the possibility of this passing all the way through. I know, at least in my case, this would make things much easier for us to actually afford our first house and/or give us a wider price range to hunt in.

3. Oh yeah, Buffalo and Rochester have taken some damage from Albany recently
It's horrifying to watch yet more money being funneled away from upstate and western NY.

7. Paterson's budget proposal had some reductions in the STAR ppty tax rebate
not sure if they'll end up in the final thing. Property taxes are my big barrier to buying a house because they're so high and needed up front.

9. It helps re-inflate the housing bubble. The entire problem was that housing was overpriced...
Now they're attempting to bring that back.

And people will fall for it.

12. The housing prices are insane
... you can't pay for a 500K house with a 50K a year job.

The house prices have to fall or your wages have to inflate. Simple math. I suspect we are going to go the inflation route.

11. I wouldn't buy a house if this provision paid the downpayment and 5 years of the mortgage.
Housing prices are an order of magnitude higher than the structures are worth.

Just don't buy one.
