If it's per address, cohabitating couples would be exempt? or just get $5k?
Republican legislators are batshit-insane.. all they are doing now is throwing shitty "ideas" into the mix....just to slow it all down and make it all appear soooooo complex..

Maybe once upon a time when Americans weren't leveraged to the hilt, a $10,000 check would produce stimulus and spending. But the last thirty years have seen the increase of debt to extraordinary levels, as the capitalists have insisted on BOTH exorbitant consumption and stagnating wages. All the middle class tax relief in the world won't change the fact that Americans are in debt to the neck and scared about it: the $10,000 check will go directly to the credit card companies for a significant portion of the population, and will not be cycled into jobs or anything else - in fact, it will put the credit card companies in worse shape, since they'll have a big cash infusion but decreasing interest payments. Those who paid off some debt, similarly, will hunker down, not go out and accumulate all kinds of new debt. This is a monstrously stupid idea.

paying off a credit card is wonderful, but it does not "create" jobs or "save" jobs.... It only helps people pay for stuff they bought with plastic, because they had no "real money" to pay for the stuff..
in a perfect world, those people would start using cash to buy stuff, but unless the cards were canceled, and people made to reapply with realistic credit checks, and limits on credit line, most would be back in the hole within a year..

This is their whole plan.. They MUST stop Obama's momentum, and none of them have ANY intention of letting him claim credit for his first big bill.. They want to mark his entrance into the presidency, by labeling him a failure...then the media can crow about how "wrong" they all were about him, and they can cluck cluck about how ineffectual he is..
This is why his cabinet picks are being pilloried, and why his bill is being ripped asunder..
republicans have no good ideas, so any lame idea will do..
