So .... the repubs cut out billions in there for the states? Okay, fine .....
... take what's left and apportion it by population to the states of those senators who voted FOR the bill. In states where one did and one didn't, apportion at half value.

Some of us are sick of some of these welfare queens.

Both voted for, they get a full share for every citizen.

One voted for, they get a half share for every citizen.

Neither voted for, they get fliers to give their constituents: "How To Pull Your Self Up By Your Bootstraps" and license plate frames that say "My Senator is a US Senate Fuckwad of the Year"
