I want new rules for all legislation in Congress...
Every goddamned paragraph is to be annotated with who authored it. If somebody inserts a clause, or removes a clause, it should be required by the Constitution that we all get to know who was responsible.

This bullshit about legislation being changed, and Congress gets to remain silent about who did it, ought to be ended. By Constitutional amendment.

5. I'm thinking something like CVS, or SVN.
Every change, addition or deletion, is tagged with an author. Fully versioned.
