4. Watch the clip. He's quite emphatically saying exactly that.
Steele recognizes that the Republicans have fucked up badly, and he's smart enough to know that if you acknowledge and apologize, people are more likely to trust you than if you play Dubya and pretend nothing happened.

11. I agree; it's quite cynical.
He may apologize for their failures, but keep in mind that he is not apologizing for his ideas; he is apologizing to a flaming right-winger for not successfully implementing the (awful) right-wing ideas they share. We certainly can't afford to give them yet another chance.
