Here is how states may get some stimulus money no matter what the Guvs say.
“If it were left up to we would get nothing,” Clyburn said, according to a leadership aide.
After that, Clyburn inserted language that would allow a state legislature to claim the money if they don’t act with a vote of both chambers of the legislature. The Republicans who control the South Carolina General Assembly have been less critical of the bill and more open to taking the money.

And there’s another provision that steers $40 billion worth of education money directly to school districts, rather than sending them through governors, employing a formula weighted toward poorer districts.
