All 51 governors are going to accept and decline stimulus money |

Parts of it are going to require money from the state for it's use. Everyone is facing budget problems and they will have to make decisions. Most governors have to have balanced budgets by law and most have budgetary rules or laws preventing cuts in certain areas of their budgets. It's not as easy as here's the money.
Some of the republican governors are choosing to play politics with this fact as if they are doing something special. They are not, Democratic governors are going to have to turn down some of the stimulus money as well.

I work at the Wisconsin State Budget Office and I remember seeing Puerto Rico on the sheets on the allocations they sent around.
