PITTSBURGH—A western Pennsylvania county councilman is accused of taking money from a widow's multimillion-dollar trust fund and giving it to Republican election campaigns and a charity run by his wife.

A grand jury says Allegheny County Councilman Charles McCullough gave $40,000 from the $14.5 million trust fund of 92-year-old Shirley Jordan to four different Republican campaigns.

Jordan has dementia and has been declared incapacitated by the court. But she has told investigators she didn't give permission for McCullough to make the donations.
