Did the citizens of Republican-led states agree to secede from the Union? |

The republican governors who say they won't accept the stimulus funds are standing in the way of the citizens of those states by denying their right to participate in the federal program. The money wasn't for the governors _ it was intended for the citizen's benefit, whether it's money for their roads, schools, or for business investment opportunities.
Unless these governors are prepared and supported in their state to assume a Confederacy-type stance against the legislative will of the national government, they need to be compelled (with lawsuits and other coercion from citizens) to either utilize the federal money as directed or get out of the way of those citizens in their states who intend to.

There are several states that IMO would make a more perfect Union is they DID secede.

refuse federal funding. It's the fed offering money to the states. Nothing says they have to take it.
