Its the Chicago police just doing what they do. In this case the officer just got a little lazy or a little crazy and didn't distribute his tickets to randomly chosen plate #'s as is probably the common procedure. No problem here for the ticket issuing officers I'm sure. Anyone asking questions will be stonewalled and this little news story will be soon forgotten.
A reminder to anyone residing in City of Chicago, if you have two delinquent tickets you are now on the boot list. The latest scofflaw amnesty program ended at midnight Feb. 14th.

3. The officer issuing the tickets should be fired

...and have charges against him for violation of civil rights, and sent to prison. There is no reasonable explanation for this to occur other than retaliation of some sort. Rogue cops are probably the worst human beings on this earth. We trust them with our safety and they abuse the powers we give them. I have no sympathy for them at all, and I come from a family that has state troopers, local patrolmen, U.S. Deputy Marshals, and police chiefs! I know what good cops have to put up with and I think rogue cops need to spend their lives in prison.
