Good news is, he definitely has experience with commerce and trade, particularly with the Pacific Rim region. Bad news its the usual DLC "free trade" variety. Locke was a competent governor, but not a Liberal by any means. I'd say he's qualified for the position, but I hope he realizes the failures of the global corporatist "experiment".
