Obama's budget, the $634 billion in healthcare & filibusters |

The budget Obama is working on has $634 billion over 10 years in healthcare funding. The fact that UHC may be tied into the budget is great because you cannot filibuster a federal budget bill (that is my understanding at least). Filibusters killed Clinton's reforms in 1993, Obama may be able to bypass that. I hope Obama is doing alot of this, tying his agenda into the budget to get past the filibuster threat. The dems can easily get simple majorities to get budgets passed. Personally I'd like it if Obama attached EFCA to the federal budget somehow.

When you pass a budget resolution, you are not releasing federal dollars.
Its my understanding that the budget is basically the frame work, and that all the funding still must come through the appropriations process.
The federal budget process is confusing to me, maybe someone else will shed some more light.
