Does anyone know about the home weatherization/energy part of the stimulus bill?

Does anyone know about the home weatherization/energy part of the stimulus bill?
I've been trying to come up with ways to save more dollars. From last yr to now I've cut my electric bill 26% mostly because I turn my computer off & I changed out all my light bulbs. I was able to lower my natural gas use heating, by 13%. I added more insulation to the attic. I used home despots no interest credit card to install it. Its been quite cold here this year 335 more heating degree days. I need to blow in stuff into the walls and fix a few drafty areas.

We'd like to take advantage of this as well but I'm not sure how we'd go about getting tax credits since we don't have taxable income (SSD) to file.

5. I say that to my DH all the time..
we're basically invisible. We need to do some major updating on our old house and we'll do it as "green" as possible but it would be nice if we could get some of the money we put in back.

NY already has some of the best "green" rebates in the country. I've been wondering how these new Fed ones will compare so I guess I'll have to make some time to do a bit of research on this. :)

3. I know Kentucky is starting a pilot program
100 homes of poor people are going to be retrofitted to make them more energy efficient - it may be a state-by-state thing how they implement, plus I know there will be some tax credits you can claim.

4. If you don't have vinyl siding and plan to put some on,
do like we did..we left the old lap siding in place along with any insulation that was already there, caulked all the laps the put on the r-board over the lap siding the added the vinyl siding over that. Sure made a difference..I could turn the thermostat off in the morning (we have hot water heat) and don't have to turn it back on until around 3:30 or so. It also deadened any outside noise. We had to build out the windows which we were replacing anyway to compensate for the extra wall depth, but that gave me sills to set stuff on.

7. Go to your city's website and look for something that lists resident's
services. See if there is a grant management section. Under Carter there was a Community Re-investment program that granted monies to the State/county/municipalities to renovate and repair properties for owner occupants if they meet income guidelines (usually 2X poverty).

Some places take advantage of it and some don't. I live in the DFW area of N Texas and my city awarded a $25,000 grant to my neighbor to renovate her home and make it livable. It is in the form of a 5 year forgiven loan. If she lives there for 5 years she owes nothing, if she dies or sells before that it is pro-rated at 20% discount/year and 0% interest.

I would think NY would have something like this if my overly RED state does.
