Newspeak coinage: MiniSafe

In sharing the article about DHS wanting to pull "Tron" as a security threat (read about it http://www.democraticunderground.com/discuss/duboard.php?az=view_all&address=389x542457">here), one of my co-workers shared a Newspeak word I had never heard before: MiniSafe (as in Ministry of Safety) as a reference for the Department of Homeland Security.

As those of you who have read Nineteen Eighty-Four are aware, the Ministry of Peace (MiniPax) was the government agency that waged war, the Ministry of Truth (MiniTrue) handled propaganda, the Ministry of Plenty (MiniPlenty) made sure resources remained scarce and the Ministry of Love (MiniLuv) "reeducated" those deemed a threat to society. So what, then, do you suppose is the real purpose of MiniSafe?
