Is what Bush always meant...and all the memos bear this out.
It's all in how you (decide to) hear the question
"Did you sleep with my wife?"
"No" (I had sex with her but we never went to sleep, so I never slept with her)
Everyone understands the usage of sleep in the question - so we know the questioner is asking about sex.
"Do you torture?" (with the understanding of what is and isn't torture - by federal, international, and customary law)
"We don't torture" (answer based on the redefinition of what constitutes torture)

Turning around a question in your head before you answer it doesn't mean you aren't lying....
The Bush administration created a narrative about torture - manufactured, if you will ...and all their answers propped up that narrative.
If my narrative says water-boarding isn't torture, then when I water-board I'm not torturing...so when anyone ask me if I torture, the answer that serves my narrative is no.
Of course it's a lie....I'm illustrating just how planned the lie is.

but Bush couldn't plan a game of jacks. He and his goons (led by Cheney and Rumsfeld) knew what they were doing but all along their only plan was to escape punishment. :D

That's why they lie. And Bush is fully capable of lying to protect the narrative and he is fully capable of understanding why he is doing so.
Bush was a willing and active participant in torture. Sure, Cheney and Rumsfeld had their own motives and agendas - but Bush wasn't exactly sitting on the sidelines.
