Well it doesn't necessarily mean that at all. In their first year of study they would be learning fundamentals and most of those probably won't change. I concede that the rate of technical information obsolescence could be as high as they say but it doesn't follow directly from the first statistic.

But for a slightly different reason. The premise assumes what we are teaching our students is a set of facts - a very poor thing to be teaching these days. If what we are teaching our students is how to learn, the specific facts learned incidentally may be outdated, but the skills learned by a student who learns scientific inquiry will never be outdated.
