Help with Clean Energy Bill |

I was just talking to my sister, the Republican, and she said the Clean Energy Bill has requirements for homeowners to replace appliances, windows, heating and cooling systems with energy efficient ones before they can sell a home.
That sounds pretty unreal to me and I haven't found anything on the Internet about it.
Can anyone point me in the right direction? Thanks.

I googled it and didn't find anything quickly. Republicans--the party of fear. I'm going to look some more.
On edit, I'm not happy with the bill. It does too little and not soon enough.

Put it in your word processing program and search for key words. I can't believe that would have passed. Please post if you find out anything.
One other thing, post this in Environment/Energy. There are some folks over there who likely will be better prepared to respond.

I used a search function and all I could find was text about a new building code taking effect in 2014 but nothing about existing homes.
