This is as overt as it gets. Time to make major cuts to programs that support the poor and working class.
Calif. budget talks stall amid reform proposals By JULIET WILLIAMS
"He met Monday with district attorneys from five counties to discuss alleged fraud in the in-home supportive services program, which provides care for people with medical problems. He said he wants caregivers and patients to be fingerprinted as a way to prevent fraud and institute unannounced compliance checks at recipients' homes.
"The legislators upstairs, some of them, are very reluctant to do that. They feel that it would be an insult to fingerprint a patient," Schwarzenegger said. "I always tell them that fingerprinting is quite common in a lot of different areas."
Schwarzenegger estimated the state could save as much as $500 million a year by rooting out fraud in the program, but critics of his proposal said it would yield far less than that."

Basically = no services unless the person is under 21 years of age or in a care facility for the elderly.
No dental, hearing, eye care, etc.
Really sad state of affairs when they harm the persons least able to fight back.

I'm sure he'd be singing a different tune if it were a member of his family accused of fraud for no apparent reason, other than lacking the power to fight back.

You might be able to get the care givers to pay for the fingerprinting (unwillingly considering the cost), but the state is going to have to pay for the database.
And it'll cost a lot more than $500 million over the years.

Medical programs just seem to be ripe for fraud and there have been several national stories about huge scams recently. Eliminating that is a good thing regardless of the state of the budget. However, raking the needy over the coals in the process of cleaning up fraud is not acceptable. The Feds are pushing for online medical records etc, and it may help, but fraudsters are most ingenious.
