Truth is, you shouldn't be just taking anyone's word for it one way or another.
But Rahm, being part of the White House, sees things from his non-insider point of view. He may be getting different answers from people than Harkin is. He may have different expectations than Harkin does. And his comments might have a different goal in mind than what Harkin does when he makes his statement (for instance, Rahm might be saying it to ramp up pressure - in fact, that's a likely answer; Harkin might be trying to ease some pressure).
