With the public debt at over 11.5 trillion dollars, and the federal budget deficit over 1 trillion dollars, plus the fact that Obama wants to bring in a healthcare system and other programs that won't be cheap, it's time to bring back PAYGO. President Bush got rid of PAYGO to push his 1.3 trillion dollar tax cut and his Medicare prescription drug plan through Congress. When he did that, budget deficits returned after the Clinton Surplus in the late 90s.
