10. Some logical deductions

Let's extrapolate a little here:

What we know:

* The program began in 2001.
* NOONE in congress was briefed, democrat and republican alike
* Panetta wasn't informed until recently, and when he was, had the program stopped immediately.
* Panetta felt compelled to inform the gang of 8.
* The Gang of 8 was "shocked" when hearing what it was.
* Rush Holt talked about this tonight on Olbermann in the same breath as cointelpro

The CIA

* The CIA was fine with briefing the Go8 about torture and rendition, so this must be worse.
* Plausible deniability was in play as not even Republicans were informed.
* Talking points by some Republicans in the Gang of Eight are spinning this as "We don't even know if they executed on this plan", which is Rat for "This happened but we will deny it did", very much in the torture meme.

Guesses:

* Plan to overthrow government/execute leader we are not officially hostile towards. Chavez comes to mind.
* Domestic collection of intelligence, direct domestic spying and infilitration of left-leaning groups to a level never formerly disclosed (I doubt it, they'd probably admit it), in the name of fightin' terrorism.
* Who has the authority to start this kind of program? Cheney comes to mind.
