Is someone that thinks they have divine right to rule. Either using monarch doctrine, better then doctrine, or self superiority doctrine, believe it is justified to use such power to keep their power.
People who have convinced themselves they are special, can then use that self delusion to authorize spying on political opponents, which in their mind are monsters or just things that do not know their place.
Many times they let opposition into their system, if they follow the same beliefs, and first and foremost never go against a member of their own family. But if the person refuses to maintain their secrecy they become something that the self superior will think of as an enemy of their claim to divine right.
It is seen all through history, it is very tempting and seductive to think yourself better then other groups of people.
I wanted to say many people believe they are chosen to help society, not to help themselves, their is a big difference in that view. It is in part of thinking what chosen means. Although anyone that claims themselves chosen is already starting to walk down a trap that can be sprung by ones own ego and temptations.
